Review the current environmental assessment review framework (EARF) and provide recommendations for further improvement to enhance the mitigation of environmental and poverty reduction impacts for the additional financing.
Develop the Environmental Code of Conduct for rural road and irrigation subprojects and provide orientation training to the Provincial Support Teams (PSTs) on its application by the contractors.
In cooperation with the PIC Social Safeguard Specialist, design and deliver training to the NCDDS team including the National Safeguards Officer (NSO), the provincial support teams (PSTs) and district support teams (DSTs) to strengthen their capacity to monitor the supervision, monitoring and reporting on compliance with the EMPs/environmental monitoring plans prepared for the rural infrastructure subprojects. Assist the infrastructure D & S Engineers and work in close cooperation with the Provincial Support Teams (PSTs) in each province to consolidate the environmental screening assessments for all rural infrastructure subprojects and conduct site visits where needed to gather additional information and data required.
In collaboration with the PIC social safeguard specialist, provide guidance and technical advice to the Environmental Safeguard Specialist and detailed design engineers in the infrastructure design and supervision consultant team (SSP6) and to the external safeguards monitoring entity (SSP9) that has been recruited by NCDS, to: a. Include and identify the climate change adaption/mitigation consideration in the DED of the subprojects. This is to ensure climate change responsive design and minimize impacts to the existing land users of the proposed infrastructures
Develop the reporting formats for the six monthly environmental safeguard monitoring reports, and the environmental safeguard reporting in the quarterly progress reports and annual progress reports.
Regularly update the rural infrastructure on-line database with information on the environmental safeguard categories.
Provide other inputs as requested by the PIC Team Leader/Value Chain Specialist.
